What is UniFAST

UniFAST is a CHED-affiliated agency that is the major implementer of the Republic Act 10931 and the Universal Access to Quality Tertiary Education law’s Free Higher Education (FHE) and Tertiary Education Subsidy (TES) programs.

The Tertiary Education Subsidy – TES program includes free higher education, free technical and vocational education, and a student loan program.

CHED-UniFAST Tertiary Education Subsidy (TES)

TES, Tertiary Education Subsidy is a grant-in-aid program under by Republic Act 10931 to support qualified disadvantaged students and those living and studying in cities and municipalities without public universities with their studies.

The Commission on Higher Education (CHED) in partnership with the Unified Student Financial Assistance System for Tertiary Education (UniFAST) provides educational opportunities for deserving Filipino students through the Tertiary Education Subsidy (TES) program.

TES Slots and Benefits update for FY 2023

UniFAST announced an update regarding the number of slots available for Tertiary Education Subsidy (TES) For Fiscal Year 2023 via CHED-UniFAST Memorandum Circular No. 05, series of 2023.

The design of this new policy regarding the slots takes into consideration the limited budgetary appropriations for UAQTEA programs and aims to accommodate more financially-challenged but deserving students.

Memorandum Circular No. 5, series of 2023

The Memorandum Circular No. 5, series of 2023 states, “To accommodate more financially-challenged and deserving students for the Tertiary Education Subsidy and pursuant to Board Resolutions No. 028 and 029 and consistent with the proposal of COCOPEA, the 50% or the Php 430,016,179.17 of the total Php 860,032,358.35 available Continuing FY 2022 UAQTEA funds is allocated to open new Tertiary Education Subsidy slots of Academic Year 2022-2023 for students in private schools (excluding PNSL)”.

Important Points

  • For new TES Slots AY 2023-2024, please wait for the Call for submission of applications.
  • There is also no walk-in or online application in UniFAST offices for this is coursed through the school where the student is currently enrolled.
  • Due to limited available slots and subject to the availability of funds, UniFAST does not guarantee that all student-applicants shall be given subsidy.

TES Slots for FY 2023

Student Applicants in AY 2021-2022 Private HEIs (excluding PNSL) – Listahanan

Private HEIS ranked based on the latest Listahanan will give priority to student applicants uploaded in the TES Online Portal during the Academic Year 2021-2022 for the remaining budget of 2022.

Certificate of Enrollment: Schools will validate qualified students using the school document (Certificate of Enrollment) in the 2nd semester of AY 2022-2023.

TES Slots for Current FY 2023 Budget

Student Applicants in AY 2021-2022 PNSL HEIS

In agreement with the proposal of COCOPEA, UniFAST Secretariat shall prioritize the applicants from Private HEls in cities or municipalities without SUCs or LUCs (PNSL), uploaded in the TES portal in AY 2021-2022.

Priority

Student applicants uploaded in the TES Online Portal during the AY 2021-2022 from Private HEls located in cities and municipalities with no existing SUCs or LUCS (PNSL)

Qualified students in PNSL HEIs shall be validated using school documents in the 2nd semester of AY 2022-2023 and a certificate of residency, as required under the rules.

New Tertiary Education Subsidy Slots for Current FY 2023 Budget

New TES Slots for AY 2023-2024

Priority

Limited available funds will allocate new TES slots for the 1st semester of AY 2023-2024 equally between student applicants from public (SUCs and LUCs) and private HEIs, including PNSL. All applicants cross-match and rank using the latest Listahanan.

For the available funds, student applicants shall be ranked by the UniFAST Secretariat using the latest Listahanan ranked according to per capita household income.
