What is OWWA Scholarship
The Overseas Workers Welfare Administration is a group that promotes the welfare and wellbeing of Filipino workers who are employed abroad. OWWA has started various programs for the welfare of dependents of the OFWs in the Philippines. In order to support the education of OFW dependents, OWWA has initiated various scholarship programs.
These scholarship programs are open to apply for all eligible and deserving college students who study in any Philippines college or university. Overseas Workers Welfare Administration along with various government agencies administers these scholarship programs and supports education of OFW dependents in the Philippines
Types of OWWA Scholarships
Following is the list of scholarship programs provided by Overseas Workers Welfare Administration:
- Education for Development Scholarship Program (EDSP)
- Congressional Migrant Workers Scholarship Program (CMWSP)
- OFW Dependent Scholarship Program (ODSP)
- Education and Livelihood Assistance Program for the Dependents of Deceased OFW Members (ELAP)
Every year OWWA offers these scholarships to deserving students to help them pursue their college education without worrying about the tuition fees and other expenses related to their study.
Education for Development Scholarship Program (EDSP)
The Education for Development Scholarship Program (EDSP) is a scholarship grant given to qualified dependents of OFWs who belong to the top examinees of the pre-qualifying examination and intend to enroll in chosen baccalaureate course in any college / university within the Philippines.
The pre-qualifying examination is administered by Department of Science and Technology Science and Education Institute (DOST-SEI). Only the top 1,000 qualifiers are considered for entry as freshmen; 600 slots are for those in 2nd to 5th year college level who are enrolled in any Philippine-based college or university.
There are two programs under EDSP Scholarship, which are as follows:
- EDSP 1 – For all New Incoming first-year college students
- EDSP 2 – For all 2nd to 5th year college students
EDSP Scholarship Benefits
Under EDSP Scholarship, scholars will receive a financial assistance with a maximum of ₱60,000.00 per school year until the completion of 4-5 years baccalaureate course in any college/universities within the Philippines.
Qualifications for EDSP Scholarship
Following is the list of qualifications required to apply for EDSP Scholarship:
- General Qualifications
- The applicant must be a child of an active OWWA member or sibling of a married but childless active OWWA member
- Must have NO AVAILMENT of any OWWA Scholarship program by other members of the OFW Family.
- For Incoming 1st year college students
- Applicant must be single
- He or She must not be more than 21 years old
- Must be Grade 12 Graduating Student
- Should have a GWA of 80% or its equivalent
- Must be willing to enroll in Philippines-based colleges/universities
- For 2nd to 5th year college students
- Applicant must be single
- He or She must not be more than 30 years old
- Must be a 2nd year to 5th year college student
- Should have a GWA of 85% or its equivalent
- Must be willing to enroll in Philippines-based colleges/universities
Documentary Requirements for EDSP Scholarship
Following is the list of documents required to apply for EDSP Scholarship:
- Proof of Identity:
- OFW – Valid Passport Copy of OFW Passport Bio or Information Page
- Dependent- School I.D. or any available valid I.D.
- ANY of the following: Birth Certificate or Baptismal
- Proof of grades from the previous School Year
- Form 137 or Form 10 [TOR], Form 138 or Report Card, or Certificate of Grades from the School
- A 2×2 I.D. Picture of the OFW’s Dependent (Child or Sibling Applicant)
- White background
- With name tag and signature of applicant

Congressional Migrant Workers Scholarship Program (CMWSP)
The Congressional Migrant Workers Scholarship Program (CMWSP) is an OWWA Scholarship program that provides scholarship grants to deserving migrant workers and/or their immediate descendants of OWWA members who intend to pursue courses in the priority fields in Science and Technology.
The national qualifying examination for CMWSP Scholarship is administered by Department of Science and Technology Science and Education Institute (DOST-SEI). This exam determines the eligibility of new incoming college freshmen scholars.
PCSO regulates the funding for CMWSP program through a replenishable allocation released to and maintained under a separate account by the OWWA Secretariat.
CMWSP Scholarship Benefits
Under CMWSP Scholarship, scholars will receive a financial assistance with a maximum of ₱60,000.00 per school year until the completion of 4-5 years baccalaureate course in any college/universities within the Philippines.
Qualifications for CMWSP Scholarship
Following is the list of qualifications required to apply for CMWSP Scholarship:
- General Qualifications
- Applicant must be OFW himself / herself
- Deserving Migrant Workers (active OFWs) who are not more than 45 years old
- He or She must be the child of an OFW or sibling of a single or married but childless OFW who us not more than 21 years old
- Must have an annual family income not more than USD $2,400.00 or P76,000.00
- NO AVAILMENT of any OWWA Scholarship Program by other Members of the OFW Family
- Academic Qualifications
- Must have a GWA of at least 80% or its equivalent
- He or She must have no failing grades
- Must be willing to enroll in any Science and Technology courses
- Must be willing to enroll in Philippines-based colleges/universities
- The Alternative Learning System passers under the Continuing Education Program – Accreditation and Equivalency (A&E) with an average of at least 85% or its equivalent as certified the DepEd Accredited Schools.
Documentary Requirements for CMWSP Scholarship
Following is the list of documents required to apply for CMWSP Scholarship:
- Proof of Grades
- Grade 9, 10 and 11; Form 137/10, Form 138 or certificate of Grades
- A Birth Certificate
- Certificate of No Marriage (CENOMAR)
- OFW Declaration of No Child Dependent
- A 2 x 2 I.D. picture
- Proof of Family Income
- A Copy of OFW Passport I.D.
