Education and Livelihood Assistance Program for the Dependents of Deceased OFW Members (ELAP) is a Scholarship program by the Overseas Workers Welfare Administration (OWWA) group. The OWWA group promotes the welfare and wellbeing of Filipino workers who are employed abroad. Education and Livelihood Assistance Program for the Dependents of Deceased OFW Members (ELAP) – OWWA Scholarship

  • Education and Livelihood Assistance Program for the Dependents of Deceased OFW Members (ELAP) is a scholarship program created for the families of OFWs who are imprisoned, found guilty, and given the death penalty abroad as well as survivors of deceased OFWs who were active OWWA members at the time of their deaths.
  • Along with financial support for an eligible dependent’s continued education, it aims to give surviving family members a source of income to supplement the family’s income.

Education and Livelihood Assistance Program for the Dependents of Deceased OFW Members (ELAP) provides a Livelihood Assistance of Php 15,000.00

Educational Assistance of Education and Livelihood Assistance Program for the Dependents of Deceased OFW Members (ELAP) Scholarship

Educational Assistance for the dependent children of deceased OFWs with who are eligible for school. The first or eldest child born must be eligible to be a dependent; if the first born is eligible, then the following kid born is chosen as a dependent. The aid includes :

  • Elementary (kindergarten) education help of PHP 5,000.00
  • Secondary education assistance of PHP 8,000.00, and
  • Higher education assistance of PHP 10,000.00.

The qualifications required to apply for Education and Livelihood Assistance Program for the Dependents of Deceased OFW Members (ELAP) are

For Incoming Freshmen (1st year college)

  • The applicant must be a child of an active OWWA member or a sibling of a single active OWWA member.
  • The applicant must be Single.
  • He or She must be Grade 11 graduate (Incoming Grade 12 / currently enrolled as Grade 12).
  • He or She must not be more than 21 years old.
  • He or She must not be receiving any other scholarships.

For those who are already enrolled in 2nd year to 5th year in college

  • He or She must be a child of an active OWWA member or a sibling of a single active OWWA member.
  • He or She must not be more than 30 years old.
  • He or She must have a passing grade 
  • He or She must not be receiving any other scholarships.

Documentary Requirements for ELAP OWWA Scholarship

The documents required to apply for EDSP OWWA Scholarship are

  • The Scholarship Application Form – OWWA RWO (Regional Welfare Office)
  • Proof of Relationship to OFW Member i.e. Birth Certificate from PSA or LCR (Philippine Statistics Authority or Local Civil Registrar)
    • Marriage Certificate, if applicant is spouse of OFW
    • Birth Certificate of applicant, if applicant is child of OFW or sibling
    • Birth Certificate of OFW, if applicant is sibling or parents of OFW
    • Certificate of No Marriage (CENOMAR), if OFW is single
  • Colored Picture I.D. with Name Tag – 2pcs.
  • Death Certificate of OFW from Philippine Statistics Authority or Local Civil Registrar
  • Entrepreneurial Development Training Certificate (EDT) from OWWA RWO
  • Applicant’s Business Plan
  • School Record of Qualified Dependent for Educational Assistance
    • Form 137/138 from School Registrar
    • Transcript of Record from School Registrar
    • Certificate of Grades (if college level) from School Registrar
  • Other Special Requirements (WAIVED DUE TO PANDEMIC):
    • Certificate of Good Moral from School Registrar or Authorized School Officer/Faculty
    • Medical Certificate i.e. Physically Fit to attend school if student has a medical pre-condition/s by any competent Medical Practitioner from public or private medical institution/facility

How to Apply for ELAP OWWA Scholarship

  1. Visit the OWWA Regional Welfare Office that administers the OFW’s primary residence.
  2. Obtain a queue number or join the line to apply for an ELAP Scholarship.
  3. The filled Endorsement Form from the Social Benefits Unit/Desks and the OFW Membership Record should be presented or submitted.
  4. Obtain the ELAP application forms and the prerequisites list.
  5. Send the completed paperwork and necessary materials to the Reintegration Unit/Desks.
  6. Obtain the training schedule for entrepreneurship (EDT)
  7. Go to the Education and Training Unit/Desk and ask for the criteria checklist if the dead OFW had a dependent who qualified for ELAP-Educational Assistance.
  8. Send in all required documentation for the ELAP – Educational Assistance Application, then wait for the evaluation’s conclusion.
  9. Attend the training/orientation according to the stated schedule and location.

  10. Obtain the Notice of Release of Assistance from the Reintegration Unit/Desk and/or the Education and Training Unit/Desk. Carry two (2) or more current identification cards for the claimant and dependents.

Note: Due to differences in geographic location, case complexity, and applicant qualifications and compliance, the schedule for conducting orientations and trainings may vary from one RWO to another.
